ToSingleByteFileSystemEncodedFileName converts the argument (Str or Arr) to a single-byte string, encoded using the codepage used by the single-byte filesystem API.
This routine is simply an auxiliary routine, which converts the argument to a single-byte string using DefaultFileSystemCodePage as a codepage.
