-B Doesn't Build All

This does appear to build all units on the project I'm working on (compiling hello world in Powtils 1.6.1).
I always have to delete the files in all directories with the DELP tool even if using the -B option, to ensure each unit is built.
It appears to be the first unit in the uses clause (someunit) that is not rebuilt. It rebuilds the units in the uses clause of someunit, such as otherunit1, otherunit2, but not someunit itself?
